SmugOne is a Street Artist with some a amazing painted characters in his proffile. As a lot of street artisits, it's hard to find information about those artists. I could find a Flickr proffile of SmugOne, bisides these characters there are a lot of other cool wors as well, so be sure to check that flickr proffile as well.
